Testimonials are incredibly powerful because they allow others to sell your product or service for you. I've been gathering testimonials systematically for The School of Design over the last couple of months. I'd strongly suggest getting into the habit of asking for a short testimonial on the conclusion of a project.
The time to ask for a testimonial is when your customer is happy and they still have that warm glow of achievement.
